The Chief Development Office (CDO) Technical Representative helps lead efforts within a tower to improve the security, quality and efficiency of application development at an organizational level. Serves as a change agent to help Application Development teams adapt to best practices, leverage updated toolsets and understand how actions impact key measurement. * Partners with Application Owners and development teams to increase productivity by generating awareness around key Friction Points * Works synergistically with the SRE, Modernization, Enablement & Cyber/Risk agendas * Is an active contributor to the CT CDO community and participates in one or more of the CT CDO working groups * Keeps CTO and Tower leaders informed on CDO agenda and progress

Responsibilities include: * Working within your Tower, partner with Application Owners and Development Teams to ensure that our technology solutions are leveraging the appropriate processes and tools to ensure our quality, security and efficiency goals * Promote & enable Tower adoption of the JET tool chain * Set appropriate JET adoption targets in conjunction with CTO & Tower Leads * Partner closely with the Enablement Team to on-board onto JET and identify adoption gaps that they can help close * Monitor adoption & keep Tower Management regularly informed of progress * Understand the content of the 4Plus1 data for your Tower. Be able to translate this into concrete actions * Ensure awareness of which Friction Points are high priority for the Tower * Look for opportunities to remediate Friction & tooling gaps and share any fixes back for the benefit of all * Be the first point of contact for developers having problems with the tool chain. Be able to either help them resolve or escalate * Look for ways to improve development efficiency - people, process, tooling & infrastructure * Ensure an auditable, secure, change compliant & automated SDLC exists for all Tower applications * Identify gaps in the controls process and ensure they are addressed in a timely, appropriate and reusable manner * Partner with the Cyber and ISM teams to help in the initiatives they are driving * Work within your Tower to understand current priorities and friction points outside of CDO scope * Collaborate with leadership and Application Owners to clarify expectations and timelines * Provide concise, clear, consistent communication for Application Owners regarding changes, actions and impact. Articulate rationale, action required and expected benefit * Coach and encourage effective use of reporting/metrics
Qualifications: * BS/BA degree or equivalent experience * Advanced knowledge of application, data, and infrastructure architecture disciplines * Understanding of architecture and design across all systems * Working proficiency in developmental toolsets * Knowledge of industry-wide technology trends and best practices * Ability to work in large, collaborative teams to achieve organizational goals * Passionate about building an innovative culture * Proficiency in one or more modern programming languages: Java is required, Python is a plus * Understanding of software skills such as business analysis, development, maintenance, and software improvement * 5+ years of professional Software Engineering / Applications Development experience * Experience with code security technologies, such as: Black Duck, Sonar, and/or similar technologies * Additional experience with the following technologies: Jules, Spinnaker, AIM, NIO, Raven, BitBucket, GitHub and/or similar technologies
